I would guess the latter...
Great image by the way. Your post-processing is spot on as usual. You nailed the B&W conversion! Contrast is strong. Your composition is very nice: Strong perspective lines with the people cue, mirrored with the pavement. Clever placement of the fence that occupies the empty portion of the frame bring interest to the image. The shallow depth of field give the image some... elegance.
And the interactive aspect of the image with people waiting in frustration finishes the image off!
